The Housing Authority of the City of Westwego will receive sealed proposals to replace kitchen cabinets in 30 apartments until 2:00 p.m., local time on THURSDAY, AUGUST 7, 2008 at their office, 1010 Sixth Street, Westwego, LA, at which time and place said proposals will be publicly opened and read aloud. Any proposal received after the announced closing time will be returned unopened.
All proposals must be submitted in a sealed envelope bearing the Bidder’s name, address and State Contractor’s license number and must be addressed as follows:

Failure to have the license number on the envelope will be cause for not opening the proposal.
Work on which Bid Proposals are invited consist of mostly of replacement of kitchen cabinets in 30 apartment, and other required items of work in connection therewith.
Proposals must be submitted on the blank forms furnished with the contract documents. Proposal sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit to the Architect evidence that they hold a license for BUILDING CONSTRUCTION that is in full force and effect.
Bids shall not be withdrawn for a period of thirty (30) calendar days after the Bid Opening.
Every bid submitted shall be accompanied by a proposal guaranty in the form of a certified check, cashier’s check or bid bond in an amount of not less than five (5%) of the total amount bid and shall be made payable to the The Housing Authority of the City of Westwego. All bid bonds shall be accompanied by a duly authorized power of attorney and shall be guaranteed by a surety or insurance company currently on the U.S. Department of Treasury Financial Management Service list of approved bonding companies or by a Louisiana domiciled insurance company with at least an A-rating in the latest printing of the A.M. Best’s Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents.
A non-mandatory PRE-BID CONFERENCE at which the scope of the project, contract time and other requirements of the bidding and contract documents may be discussed, along with any other special requirements for the project, will be held at The Housing Authority of the City of Westwego office at 10:00 a.m. local time on Tuesday, July 29, 2008. A tour of several apartment kitchens will following the Pre-Bid Conference. All bidders are encouraged to attend.
Complete bid documents may be obtained from GSE ASSOCIATES, INC, 2315 North Woodlawn Avenue, Suite 201, Metairie, LA 70001, upon a deposit of $100.00 for each set of documents. The deposit or portion of the deposit is returnable as provided in the Instructions to Bidders. A mailing fee shall be deducted from deposit if document is mailed to Bidder.
To the extent permitted by applicable state and federal laws and regulations, The Housing Authority of the City of Westwego reserves the right to reject any or all proposals for just cause.

To be a valid delivery, Sealed Bids must be delivered by hand to St. Bernard Parish Government Department of Public Works, 8201 West Judge Perez Drive, Room 240, 2nd Floor, Chalmette, Louisiana during the normal business hours of 8:30 a.m. to 4:30 p.m. Monday through Friday on or before 2:00 P.M., Tuesday, August 12, 2008.
Sealed bids delivered to any other St. Bernard Parish Government location or other room number prior to the bid receipt deadline will not be considered.
This project consists of furnishing all supervision, labor, equipment, and materials necessary to Replace Fire Station No. 7 damaged during Hurricane Katrina.
Each bid must be accompanied by a certified check, cashier's check or bid bond acceptable to the Owner in the amount equal to at least five percent (5%) of the total amount bid and payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly execute a contract in accordance with all terms and conditions of the Contract Documents.
A Mandatory Pre-Bid Conference will be held on Thursday, July 31, 2008 at 10:00 a.m. at the Project Site, 5680 E. Judge Perez Drive, Violet, LA 70092. All bidders and sub-contractors are encouraged to attend.
The drawings and specifications are on file and open for inspection at the Office of the Department of Public Works, 8201 West Judge Perez Drive, Room 240, 2nd Floor, Chalmette, Louisiana, and are available in electronic form, without charge and without deposit from www.aeplans.com. Printed copies are not available from the Architect/Engineer but arrangements can be made to obtain them through most reprographic firms and plan rooms. Bona fide prime bidders will be reimbursed the reproduction cost of one set of documents upon delivery of the documents, in good condition, to the Architect/Engineer no later than seven days after receipt of the bids.
